In February 313, the edict of religious tolerance for Christians was proclaimed by Constantine the Great in Milan.
In 324, Constantine the Great, the western roman emperor, defeated Licinius, the eastern roman emperor, and thus became sole emperor of the Roman Empire. Between these two dates, Christians beliefs had been spreading in the empire.
In the year 324, Gaius is stating the beliefs about the nature of Jesus Christ and the other gods of polytheistic religions:

Our natural tolerance for other beliefs is under attack.
For so many years now, the persecuted are in fact the persecutors
Constantius carries on the policy of his father

The Edict of Thessalonica, issued on 27 February 380 by three reigning Roman Emperors, Gratian, Valentinian and Theodosius made Nicene Christianity the state religion of the Roman Empire.
Marcus, son of Flavius, is speaking about the changes he has observed in the roman society:
After fourteen years of relative respite
There has been a renewal of persecution against paganism and Christian heretics
Christianity has now become the state religion of the empire
And I am the witness of their faith
And I am the witness of this change
They called themselves martyrs but few of them have died in the last three hundred years
But I guess numerous non-Christians will carry on dying
Because this totalitarian belief is on the throne
Emperors have come more and more under the bishops' influence
Infamy has been proclaimed for the opponent
So many have lost their civil rights and have been cast out of city life
Christian thinkers are making a mockery of culture, reflection and science
